Measure W CBOC Members & Bylaws

On January 12, 2021, the Oceanside Unified School District Board of Education approved Resolution No. 20 (20-21) to establish the Measure W Bond Oversight Committee and approve the bylaws and guideline for the Committee.  OUSD is now is soliciting applications from interested community members to participate in the Measure W Citizens' Bond Oversight Committee (W-CBOC).

Applicants must represent at least one of these groups:

  • Active member in an Oceanside business organization (ex: business owner, manager, or supervisor)
  • Active member in a senior citizens' organization
  • Active member in a bona-fide taxpayers' association
  • Parent/guardian of a current Oceanside Unified School District student(s)
  • Active member in an OUSD parent-teacher organization or school site council
  • Community member

Applicants must meet the qualification standards:

  • At least 18 years of age
  • Reside within the geographical boundaries of the Oceanside Unified School District
  • Must not be an Oceanside Unified School District employee, official, vendor, contractor, or consultant

Applications were due to Business Services at the Oceanside Unified School District by 3:00pm on Friday, February 28, 2021.

Purpose and Duties of W-CBOC

The primary purpose of the W-CBOC shall be to inform and advise the public and the Oceanside Unified School District regarding the expenditure of bond revenues pursuant to Measure W.

The duties of the W-CBOC include actively reviewing and reporting on the proper expenditure of taxpayer's money for school construction.  The W-CBOC shall also advise the public as to whether the District is in compliance with the requirements of the California Constitution and shall convene to provide oversight of Measure W revenues.

Additional Information:

Selected individuals will be notified and approved by the Board of Education on March 9, 2021.

The W-CBOC shall consist of at least seven (7) members.

Members shall serve for a period of two (2) years from the date of appointment.  Members shall not serve for more than three (3) consecutive terms or six (6) years pursuant to Education Code section 15282(a).

Members shall serve without compensation as required by Education Code section 15282(a).
