LCAP

Local Control Accountability Plan

​​​​​​​​This page contains information about Oceanside Unified School District's Local Control Accountability Plan or LCAP.

In 2013, the State of California adopted a new funding system​ that provides a uniform funding level for every student in California. At the same time, it provides additional revenue to serve students with the greatest needs such as our English language learners, children from low-income families, and foster youth.​

Under the new formula, school districts must create a Local Control Accountability Plan that sets goals for student achievement and describes how the district will use its budget to achieve those goals, paying particular attention to traditionally underserved student populations. In developing these plans, districts must get input from parents, staff, students and the community.

2015-16 LCAP Update Process

Every California school district, county office of education, and charter school is required to have a three-year Local Control and Accountability Plan. The LCAP is the standardized vehicle that helps each local school district align their goals with statewide education priorities.

The Oceanside Unified School District went through the Local Control and Accountability Plan update process in Feb and March of 2016,. This is required every year. As part of the planning process OUSD sought input from local parents, guardians, students, teachers and staff.

OUSD Input Process

The Oceanside Unified School District’s Local Control and Accountability Plan is built around gathering input from our community and coming to a mutual agreement on what students need to experience academic success and be college and career ready when they graduate.

 
Providing the community with a stake in the success of our schools and the opportunity to participate in the process of updating the LCAP is essential in making decisions that best serve the needs of our students.
 

Input was gathered:

  • During public forums at all 23 schools in our district between February and March 2016.

  • From our district/parent advisory committee and our district/parent English learner advisory committee.

  • At school site LCAP meetings via small break out groups, poster board charts and comment cards.

The LCAP input process ended in March. An updated LCAP will be made available for public review before it is approved at the end of June.
