The OUSD Business Services department is responsible for business operations of the district, including budget and accounting, facility maintenance and operations, the bond construction program, student transportation, nutrition services, and purchasing, warehouse and the district print shop.

The Business Services leadership team is committed to providing sound financial management for the district, school facilities that are clean, safe and in good repair, and to providing other operational services to support the instructional program for Oceanside students. 

Dr. Luis Ibarra is pleased to begin his new role as the chief business officer for the Oceanside Unified School District. Prior to his appointment, he served as the district's Associate Superintendent of Human Resources for three years and as the Director of Human Resources for two years.  Dr. Ibarra is a former elementary principal and teacher with the Victor Elementary and Rialto Unified School District.

In conjunction with his educational career, he served as a U.S. Army Reserve Officer in the Adjutant General Corp., where he worked in personnel, finance, logistics, and the military support services from 1986 to 1995.

Dr. Ibarra earned his doctorate (Ed.D.) degree from California State University, San Marcos and the University of California, San Diego and was recently named 2009 Administrator of the Year from the Association of California School Administrators, Region 18.
